The preloader (the bouncing balls when your website initially loads) can be disabled or enabled from the Customizer. Simply visit Customize > General > Misc > Enable Preloader and click on the toggle there.
Looking to change the preloader’s color? This color is part of the global color scheme and it uses site’s accent color (the first global color). Go to Customize > Colors and you’ll see the option to change it.
